About me
Ms. Stella Alibateese is the National Personal Data Protection Director at Uganda’s data protection regulator; the Personal Data Protection Office.
Stella has 25 years’ experience majorly in public sector policy and regulatory matters including over 10 years of ICT sector-specific experience.
She holds a Master of Laws (University of London UK), Post graduate Diploma in Project Planning and Management (Uganda Management Institute), Post Graduate Diploma in Legal Practice (Law Development Centre, Kampala) and a Bachelor of Laws (Hons) (Makerere University).
She is also a GIAC Certified Professional: Law of Data Security and Investigations (GLEG), an IAPP Certified Information Privacy Manager, a practising Advocate, a Commissioner for Oaths and a member of various professional associations.
Previously, Stella worked at the National Information Technology Authority-Uganda as Director Regulation and Legal Services where she led teams in the development of Laws (including the Data Protection and Privacy Act, 2019) and at the National Social Security Fund as Deputy Corporation Secretary/Ag. Corporation Secretary among others.
