About me
Dr. Frank Dixon Mugyenyi is a visionary leader and respected authority in African mineral resource development, renowned for his unwavering commitment to sustainable economic growth and equitable resource governance across the continent. As the Founder and Executive Director of the Minerals African Development Institution (MADI) Ltd, a leading think tank, he champions innovative strategies to advance mineral-driven industrialization and policy reform, positioning Africa’s vast resources as catalysts for inclusive development.
Beyond his foundational role at MADI, Dr. Mugyenyi holds influential positions shaping Uganda’s mineral sector, including membership in the Presidential Investors Round Table (PIRT) on Minerals Development, where he advises on strategic investment frameworks, and the Sector Council of the Uganda Chamber of Energy and Minerals (UCEM) representing the Minerals Sector, guiding policy and sectoral growth. His expertise also extends to global partnerships, serving as Work Package Leader for the EU-funded AfricaMaVal Project, a Partnership Project between EU and Africa which strengthens sustainable critical minerals value chains between Africa and Europe, and as an Advisory Board Member of PanAfGeo, an EU initiative enhancing geoscientific training and technology transfer for Africa’s Geological Surveys.
Dr. Mugyenyi’s career is marked by transformative contributions at the African Union Commission (AUC), where he served as Interim Director of the Africa Minerals Development Centre (AMDC), steering the implementation of the continent’s blueprint for sustainable mining, the African Mining Vision (AMV). In this role, he worked to align mineral wealth with broader socio-economic goals, ensuring resources benefit communities and economies alike. Earlier, as Senior Advisor to the AUC Commissioner for Economic Development, Trade, Tourism, Industry, and Minerals (ETTIM), and Head of the Mineral Resources Unit, he shaped continental policies, spearheaded high-impact initiatives, and represented African nations at global forums such as Investing in Africa Mining Indaba (South Africa), PDAC (Canada), among others.
His leadership also shone through as Coordinator of the African Continental Free Trade Area (AfCFTA) Institutional Support Project, funded by the African Development Bank (AfDB), where he drove efforts to harmonize trade policies and boost regional competitiveness.
With over 25 years of experience, Dr. Mugyenyi’s expertise spans prestigious institutions, including senior advisory roles at UN agencies like the United Nations Industrial Development Organization (UNIDO), International Trade Centre (ITC), and UNDP, as well as regional bodies such as the Common Market for Eastern and Southern Africa (COMESA). A seasoned economist and technical strategist, his work seamlessly bridges industrial policy, trade, and innovation, earning him recognition as a trusted architect of Africa’s sustainable development agenda.
