Honourable Phiona Nyamutoro is the Minister of State for Mineral Development in the Government of Uganda’s Ministry of Energy and Mineral Development. She is a Member of Parliament for Youth and has incredibly advocated for youth mentorship and development. Hon. Nyamutoro’s national political career began in 2015 as the vice Guild President of Makerere University, Uganda’s top university and one of the best in Africa. She was also a member of the National Youth Council representing her home district of Nebbi in Uganda’s West Nile region. With a background in Development Studies, Public Administration and Management, Hon. Nyamutoro is now at the helm of the country’s policy direction on Mineral Development. Since her appointment in March 2024, together with her senior colleagues the Minister of Energy and Mineral Development and the Minister of State for Energy, Hon. Nyamutoro’s leadership has realised significant strides in formalising artisanal miners, resolution of disputes between miners and communities, electrification of West Nile, and development of regulations for the sector.
