José Mestre is the Country Window Coordinator of GET.invest Mozambique, a European programme that mobilises private investment in renewable energy across developing markets. Funded by the European Union, Norway, Germany, Sweden, the Netherlands, and Austria, and implemented by GIZ under the umbrella of the Global Energy Transformation Programme (GET.pro), GET.invest works to accelerate energy access and the clean-energy transition by connecting projects and companies to finance. In Mozambique, José leads the programme’s country operations, focusing on private-sector mobilisation, pipeline development, and finance advisory support. He manages the implementation of the GET.invest Finance Advisory Services, which provide tailored, one-on-one support to companies and investors preparing renewable-energy and energy-access projects for investment. These services help developers improve their business models, strengthen financial structuring, and navigate the landscape of financiers active in the market — from impact investors and commercial banks to DFIs and results-based-financing facilities. Under his coordination, GET.invest Mozambique has built one of the most comprehensive pipelines of clean-energy projects in the country, covering commercial and industrial (C&I) solar, mini-grids, productive-use applications, and innovative business models in e-mobility and energy efficiency. The Finance Advisory Services have directly supported dozens of local and international companies to raise capital and achieve financial close, unlocking millions of euros in investment and expanding access to reliable, affordable, and sustainable energy. A strong advocate of market facilitation, José has been instrumental in establishing the RenMoz Renewable Energy Business Conference, the country’s flagship annual platform for public–private dialogue, investment promotion, and partnership building. He also collaborates with sector associations such as AMER (the Mozambican Renewable Energy Association) and ALER (the Lusophone Renewable Energy Association) to promote information exchange, capacity building, and advocacy for renewable energy. Before joining GET.invest, José worked for over 15 years on energy and climate programmes in Southern Africa, focusing on regulatory frameworks, financing instruments, and private-sector participation. His experience spans renewable generation, energy efficiency, and distributed-energy solutions, combining deep policy knowledge with practical investment facilitation.
