PROFESSIONAL SUMMARY Country Director for the International Fund for the Agricultural Development (IFAD), for Angola since August 2022, based in Luanda. Also chairing the Agricultural Partners Working Group (AWG), which is a strategic platform of dialogue and communication between development partners (bilateral and multilateral cooperation agencies) and the GOA around issues concerning the agriculture and rural development and initiates reflections on the opportunities and challenges for a renewed collaboration with the Government. An experienced Agriculturalist – Agricultural Extension, Training of Trainers and Project Management – working with IFAD since May 2003 as IFAD country Liaison Officer (2003-2005) and IFAD CPO from 2006 onwards. Prior to that, I worked for the National Extension Service where for more than 15 years. I was assigned many different roles, ranging from a village Extension worker to the Deputy Director of Agricultural Extension. I have an extensive experience in the project design, Supervision and Implementation support. My favorite fields are, Agricultural Extension, Project management and Institutional Development. WORK EXPERIENCE • 2006-2021: IFAD Country Programme Officer – Mozambique. Main duties include i) Country Programme design and implementation; (ii) Country Office Administration; (ii) Partnership Building; (iii) Policy Dialogue and (iv) Knowledge Management. • 2006-2005: IFAD Country Country Liaison Officer – Mozambique. Main duties include i) Country Programme • 2002-2003: Provincial Extension and Training Adviser – Gaza Province. Main Duties: Coordination of in-service training for the Field Extension Workers, development of data base of the on-going Extension providers and approaches in the province – Government, Private Sector and NGOs; support the linkages between agricultural research and extension. • 2000-2002: Deputy General Director of Rural Extension within the Ministry of Agriculture. Main Duties: (i) Formulation of Extension Strategy, Monitoring and evaluation and Supervision of the on-going extension programs; (ii) Co-ordination of the overall implementation of the Unified Extension System • 1999: Head of Department of Extension at the Ministry of Agriculture. • 1995/96: Regional Supervisor for Extension Services in the southern provinces of Mozambique • 1986-89: I worked as a Village Extension Worker (VEW) EDUCATION • 1998-00: Master Degree, Agricultural Economics University of Pretoria, RSA. • 1990-93: BAppSc (Rural Management), UQG, Australia LANGUAGES • Portuguese – Excellent • English – Excellent • Spanish - Fair
