About me

Ambassador J. Levi Demmah, AA, BSc, MBA, PFBM, is an accomplished economist, public financial management specialist, and career public servant with extensive experience in diplomacy, fiscal governance, and institutional reform. He currently serves as Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Benelux Countries and the European Union (2025–present). Prior to his ambassadorial appointment, he held senior leadership roles across government, academia, and development institutions. His public finance career includes service as Senior Budget Economist at the Ministry of Finance, where he operated under the Senior Executive Service (SES/CSA–World Bank framework), served as a focal point for Liberia’s National Budget Committee, and contributed significantly to Public Financial Management (PFM) reforms, including budget-side strategies supporting Liberia’s debt relief process. He has also served in several ministerial and diplomatic capacities, including Deputy Minister for Administration at the Ministry of Foreign Affairs; Deputy Minister for Administration, Posts and Telecommunications; Deputy Minister for Administration/Insurance at the Ministry of Transport; and Deputy Minister for Planning and Manpower Development at the Ministry of Labor. Internationally, he was Minister Plenipotentiary and Deputy Chief of Mission at the Embassy of Liberia in Tokyo, later serving as Chargé d’Affaires, a.i. His sub-national and academic experience includes service as Superintendent of Grand Bassa County and Lecturer of Economics at Grand Bassa Community College (pro bono). He has led and participated in numerous international missions and delegations across Europe, Africa, Asia, and the United States, covering foreign relations, regional integration, infrastructure, aviation, water and sanitation, and meteorological cooperation. He holds an MBA in Economics, a Postgraduate Diploma in Public Finance and Government Budget Management (Beijing), and degrees in Economics and Accounting, alongside extensive professional training in public sector reform and budget management. He is the author of several concept papers on Liberia’s Medium-Term Fiscal and Expenditure Frameworks and national budgeting practices. In recognition of his distinguished service to the Republic of Liberia, he has been awarded the title Knight Commander of the Humane Order of African Redemption.
