About me
Roland Layfette Giddings is the Minister of Public Works, appointed in 2024, responsible for overseeing the design, construction, rehabilitation, supervision, and maintenance of highways, bridges, and roads, including civil works related to airports, seaports, hydropower facilities, and other public infrastructure. He previously served as Deputy Minister for Public Works from 2014 to 2018, where he was responsible for overseeing administrative functions, including procurement and financial management.
In 2007, Minister Giddings served as a Program Assistant at the Liberia Reconstruction Development Committee Secretariat, where he was responsible for coordinating the implementation of the Poverty Reduction Strategy. In 2009, he headed the Economic Management Team Secretariat, coordinating activities related to economic policies.
Also in 2009, he served as a Research Associate on Liberia–China engagement, a project sponsored by the Rockefeller Foundation through the Africa Center for Economic Transformation, based in Accra, in collaboration with a Liberian firm, Barclay Incorporated. In 2010, through a World Bank engagement, he was hired as Senior Program Officer in the President’s Delivery Unit, where he was responsible for troubleshooting, coordinating, and reporting on the implementation of heavy-lift infrastructure projects.
Minister Giddings holds an undergraduate degree in Organizational Management from the African Methodist Episcopal University and a graduate degree from the Wuhan University of Technology in China. He also served as a Research Associate in a comprehensive study on Liberia–China engagement sponsored by the Rockefeller Foundation in collaboration with the Africa Center for Economic Transformation, based in Accra, through the Liberian consultancy firm, Barclay Incorporated.
He has acquired professional certificates in Managing Special Economic Zones, Debt Strategy Analysis, and Loan Negotiation Techniques, as well as a certificate from the Harvard Ministerial Leadership Program.
