Hon. Amb. Dr. Kaire M. Mbuende is a seasoned diplomat, accomplished academic, and respected statesman with an illustrious career spanning politics, international relations, and development planning. He currently serves as the Director General of the National Planning Commission of the Republic of Namibia, where he leads the country's national development agenda and strategic planning processes. Dr. Mbuende was a member of Namibia’s historic Constituent Assembly, which was responsible for drafting the Constitution of the Republic of Namibia—a pivotal contribution to the country’s democratic foundation. His political career includes his service as Deputy Minister of Foreign Affairs, as well as Deputy Minister of Agriculture, Water and Rural Development, where he played a critical role in shaping policy frameworks that supported national growth and rural development. On the international stage, Dr. Mbuende has held several prominent diplomatic positions. He served as Namibia’s Permanent Representative to the United Nations, representing the country on global development, peace, and security issues. He also served as Namibia’s Ambassador to the European Union and Benelux countries, where he advanced Namibia’s international cooperation and trade relations. Dr. Mbuende further distinguished himself as the Executive Secretary of the Southern African Development Community (SADC), where he was instrumental in promoting regional integration, policy harmonization, and sustainable development among member states. A committed scholar, Dr. Mbuende holds a Doctorate (PhD) in Economic Sociology from the University of Lund, Sweden.
