Andrew Tipping oversees ECA’s work in Africa from ECA's Cape Town base while supporting projects globally across the energy and water sectors. He works across all of ECA’s service lines and leads ECA’s Decentralised Energy and Water & Wastewater sector practices. Andrew has over 20 years’ experience in business and market development, policy and regulatory design, power system planning, investment analysis, pricing, transaction support, and governance. Andrew works with both public and private sector clients on power system and market development, including investment planning, due diligence, tariff design, and frameworks that enable private participation. His experience spans grid-connected and decentralised energy systems, with a focus on integrating distributed technologies into power systems and managing their impacts on networks, consumers, and markets. Andrew has been involved in assignments across sub-Saharan Africa, Asia, and the Pacific to deliver reliable and sustainable energy systems. He has post-graduate degrees in finance from the University of Auckland and international development from the London School of Economics.
