Fidélia Chemane Panguane is a governance and development specialist with more than 22 years of experience promoting institutional reforms, inclusive development and citizen participation in Mozambique and Southern Africa. She has held management and advisory roles in strategic decentralisation and local governance programmes and has worked with international organisations including DAI, Oxfam, CAFOD, Handicap International and UN Women. She currently serves as Executive Director of the Civil Society Learning and Capacity Building Centre (CESC), one of Mozambique’s leading civil society organisations. She is a founder and serves on the governing bodies of several national and regional civil society organisations, including the MASC Foundation, the Foundation for Community Development (FDC) and the Southern Africa Resource Watch (SARW). Fidélia is also a member of the Technical Commission for the Implementation of the Inclusive National Dialogue, representing civil society and contributing to multi-stakeholder dialogue and reflection on the future of governance and development in Mozambique.
