Anselmo Jorge Mabjeca is an accomplished Information and Communication Technology (ICT) professional, software developer, educator, researcher, and innovation leader from Mozambique. He currently serves as Director of Training, Research, and Innovation at the Empresa Nacional de Parques de Ciência e Tecnologia (ENPCT), where he leads initiatives focused on capacity building, research development, technology transfer, entrepreneurship, innovation ecosystems, and digital transformation.
With over a decade of professional experience in ICT, telecommunications, software engineering, networking, and innovation management, Anselmo has worked in both public and private sectors. His career includes positions as Helpdesk Technician Trainee at the Mozambican Parliament, Systems Developer at Transcom Group, Network Administrator Trainee at Mcel, Transmission Network Engineer at Movitel, National ICT Coordinator for the Mozambican Voter Registration Project with Laxton Group, Systems Developer at St. Thomas University, and Consultant for Human Resources Management and Payroll Software Development at CEDSIF.
Anselmo holds a degree in Information Technology and has extensive training in software development, cybersecurity, networking, and innovation management. He is certified as a Cisco Certified Network Associate (CCNA 1–4 and CCNA Security) and has completed several professional cybersecurity certifications, including Professional Ethical Hacker with Kali Linux, Complete Cyber Security, and Web Application Security.
As an educator and trainer, he has delivered specialized courses in Java Programming, Java Persistence API (JPA), Spring Framework, Cybersecurity, STEM Education, Robotics, and Digital Technologies. He also serves as a university lecturer, contributing to the development of future technology professionals in Mozambique.
Throughout his career, Anselmo has actively promoted innovation, entrepreneurship, and technology incubation. He has been involved in the modernization and restructuring of technology incubators, the development of startup acceleration programs, digital agriculture initiatives, STEM and robotics education projects, and the design of innovation-driven solutions for micro, small, and medium-sized enterprises (MSMEs). His work focuses on leveraging science, technology, and innovation to create sustainable socio-economic impact.
In addition to his national engagements, Anselmo has participated in international training programs and cooperation initiatives, including seminars on industrial park development and innovation ecosystems in the People’s Republic of China. He collaborates with government institutions, academia, development partners, and the private sector to strengthen Mozambique’s innovation ecosystem and digital economy.
His professional mission is to transform the National Science and Technology Park into a leading innovation hub that empowers young entrepreneurs, researchers, startups, and technology-driven enterprises, contributing to Mozambique’s sustainable development and digital transformation agenda.
