In 2021, Rodrigo started working alongside MCA Group structuring energy deals in the African Continent, including the landmark € 1.2 bn Angola Rural Electrification Project (GTR Best Deal 2023) and a Global Gateway Flagship Project https://international-partnerships.ec.europa.eu/policies/global-gateway/solar-park-rural-electrification-angola_en In such capacity, Rodrigo was invited to present this transaction at COP 28 Dubai in the German Pavillion (more information in the link below). https://cop28.german-climate-pavilion.de/cop28-program/mobilizing-private-finance-the-example-of-export-credit-guarantees--event Rodrigo has lately been actively involved in mobilizing finance to the African Continent by means of ECA supported loans, having successfuly structured loans with Euler Hermes, EKN, UKEF, COSEC, KSURE, BPI France and Atradius support. Rodrigo has recently participated in the Global Gateway Forum in Brussels (9 and 10 October 2025). Rodrigo's background is a transaction lawyer with experience advising in the various stages of PPP/Project and ECA Finance including the award process, contractual structuring, and construction through to financing and operation. Also, acted for sponsors, lenders, and public entities. In such capacity, in addition to typical sovereign and/or BOT deals, the experience amassed includes drafting legislation in the PPP sector, assisting in the restructuring of a utility company, and acting as local counsel in financing deals in the energy sector.
