Ms. Mulenga Agatha Mutale is the Assistant Director for Urban Development at the Ministry of Infrastructure, Housing and Urban Development. Prior to this, she worked with the Ministry of Local Government as a senior planner and later with the Ministry of Infrastructure, Housing and Urban Development as a Principal Community Development Officer- Social housing. With over 13 years of work experience in urban planning & development, she continues to play a pivotal role in shaping numerous urban development projects across the country.
A seasoned urban planner, Ms. Mulenga is known for her unwavering passion towards addressing urban challenges and her technical expertise in developing strategies for sustainable urban development and social inclusivity. Her extensive experience spans from policy formulation, urban planning, project implementation, and stakeholder collaboration and coordination on matters relating to infrastructure, housing, and urban development. Currently, she is facilitating the development of urban areas and centres through stakeholder coordination in infrastructure development and the provision of social services, to promote economic growth, inclusivity, climate resilience, and livability in urban settlements.
She holds a Degree in Urban and Regional Planning, a Master's in International Planning & Sustainable Urban Management, and a Master's in Project Management. Driven and deeply committed to improving urban environments, she remains a strong advocate for inclusive, well-coordinated, and resilient urban development.
